Abstract

Questions of personal and collective responsibility are raised with particular poignancy during crisis periods. On the institutional side, the procedures for holding officials accountable and managing resources not infrequently undergo substantial reforms, particularly after the stress test of epidemics, war, and political interregnum revealed systemic dysfunctionalities. More broadly, the drive to accountability is linked to the question of agency, as individuals and communities are blamed for disasters or mobilised in the recovery efforts. This series of sessions explores the transformations in administrative and financial accountability in response to epidemics, war, civic strife, and calamitous weather.
